I was over at the Palisades mall in ny last night, and i saw one of these in the parking lot. I had to do a double take and swing around to spot the name of it. MV-1. Its ugliness sure caught my attention, thats for sure. Whats the deal with these cars? Ive never ever ever seen one or heard of them. Looks like a Honda element got all obese on itself.

Company wanted to make the end-all-be-all ultimate taxi. It was going to be all badass (like NV200 mixed with a crown vic) but they ran out of money and research and realized that there's a new market that they could attack instead: disability-equipped taxis. They got a few contracts and started building them on disused Hummer production lines.
New York and Chicago both use them as paratransit, whereas before they mostly had Wheel-chair equipped Dodge Caravans.

It's a wheelchair accessible taxi
It seats up to six adults, with two in full-size wheelchairs. Chairs are allowed entry via an ADA-approved ramp, able to carry 1,200 lb (544 kg) and which stows under the vehicle's floor. [11] The rear doors are 36 inches wide and 56 inches tall, to accommodate bulky wheelchairs. [8]

I actually quite like these. Saw one in person and managed to get SR20 of the badges on the back. Googled it when I got home and it's a handicap-accessible vehicle.
